D. Roberts called the meeting to order at 7:30.
PZC2015-46 Application for a one lot subdivision to build single family dwelling at 65 Kucko Road (Map 42 Lot 40 Zone R80) Owner/Applicant: Vilma Kucko c/o Linda Wagner-daughter (Received November 17, 2015 Public Hearing on January 19, 2106 decision within 65 days after close of P.H.)
The Public Hearing has been set for January 19, 2016.
PZC2015-47 Application for a Special Permit to construct a 100’X80’ indoor horse riding arena at 1 Potter School Road (Map 49 Lot 002-0A Zone R80) Owner/Applicant: Earl & Michelle Bancroft (Received November 17, 2015 Public Hearing on January 19, 2016 decision within 65 days after close of P.H.)
The Public Hearing has been set for January 19, 2016.
PZC2015-49 Application for a Special Permit for Antique Storage and Distribution Center

W. Parsell motioned to approve the minutes of October 20, 2015. A. Marco seconded the motion. All in favor. Motion carried.

Staff Report
S. Yorgensen said Dunkin Donuts contacted her regarding opening next week. She told them they still have to complete some of the conditions of approval. S. Yorgensen asked the applicant to contact DOT regarding their requirements. She also spoke to DOT and they said Dunkin Donuts cannot put the required island in until they move a pole that is in the wrong spot.
In regards to the required as-built, S. Yorgensen said the Civil Engineer is working on it but they cannot get a Certificate of Occupancy until it is completed.
Dunkin Donuts submitted estimates for landscaping, litter control as well as a litter control plan. A discussion was held. S. Yorgensen said P & Z’s attorney reviewed the litter control plan and read his recommendations. The commission did not feel the estimates for both landscaping and litter control as well as the litter control plan were acceptable.
A discussion was held on the area of litter control. E. Standish said he would like the litter control to continue up to the DOT driveway and the commission agreed.
Discussion was held on the bond amounts for landscaping and litter control. The commission would like to set the amounts at $50,000 for landscaping and $10,000 for litter control.
The commission discussed requiring a Clerk of the Works for projects such as this in the future.
